Was contracted to develop the Institutional Monitoring & Evaluation Framework of the Non-Violent Peace Force (INGO) that has been actively promoting Unarmed Civilian Protection in BARMM (November 2019 to July 2020)

Conducted operations audit of World Vision National Offices (WVNOs) from 2006 to 2018 and gained competence in auditing programs of diverse nature: child protection, education & sponsorship, maternal & child health, Design, Monitoring & Evaluation (DME) approach, Human Resources (personnel management), agriculture & livelihood, business continuity planning, data access and protection, and emergency response programs;
(WV National Offices’ audited by Luz include Myanmar, Bangladesh, Nepal, Cambodia, Vietnam, Bosnia-Herzegovina, Romania, Mauritania, Ethiopia, Zambia, Zimbabwe and Malawi. As of January 2018, Luz had audited around 30 WV National Offices.)

Conducted risk-based integrated audit from 2012 to 2018 of World Vision Regional Office in Singapore and WV Funding Offices in UK, Germany and France

Worked with Save the Children and Management Sciences for Health from 2003 to 2006 as Regional Field Coordinator (for a Health Governance project funded by USAID) to partner with the Local Government Units of Davao del Norte and Compostela Valley, Mindanao in order to promote good governance for health as evidenced by increased budget allocation for FP commodities, TB drugs, Vitamin A capsules and premium-payment for indigents to the PhilHealth Insurance Corporation

As Regional coordinator, spearheaded the conduct of Participatory Health Budgeting Workshops in all 223 rural communities of Davao del Norte and 235 of Compostela Valley so as to ensure the formulation of 5-year Community Health Development Plans (2006-2010) that included budget allocations for anti-tuberculosis drugs, and Vit. A capsules and the payment of premium to enroll the poor into the government’s national health insurance program.

Has extensive experience in the management, implementation, monitoring and evaluation of various projects in the area of: community health, child sponsorship, CHILD-to-Child, child protection, community organizing & community development, gender-sensitive participatory action research & planning, including capability-building programs for different sectors including grassroots organizations, government health personnel and INGOs.

Was engaged as team member of an evaluating team tasked with assessing the current Community Organizing for Volunteer Health Workers Manual funded by the UNFPA

Was team leader of a Grounded Theory research on the impact of the Philippines’ Local Government Code on people’s organizations in the rural countryside (funded by CIDA)

Spearheaded the first evaluation & organizational reengineering of its own NGDO (Institute of Primary Health Care) through participatory evaluation tools and the Futures Thinking approach (2002)

Has written two training manuals on Community Organizing through Participatory Action Research (basic manual and advance modules) which have been adopted by other NGOs in the Davao region and even in Indonesia as their guide in community organizing

Was engaged as program coordinator and main trainer/resource person on Community Organizing through Participatory Action Research for an international training program known as the Canada-Asia Partnership Program that ran from 1991 to 1996 in Thailand, Canada and the Philippines
